Because the Brazilian govt and the Air-Force at the time wanted not just the plane. They wanted:

>The source code
>Production in the country (by Embraer)
>Let their own MIC to supply parts for the aircraft (thus minimizing ITAR bullshit)
The only ones who agreed to this deal were the Swedish. The US you never allow it and the French fucked up because they tried to bribe everyone and got caught.
In the end the Gripen was the best choice since now only their own MIC gets more know-how, now they're gonna produce Gripens for the Colombians and Peruvians.

I would guess it would be built in Brazil, given how slow the deliveries currently are from Sweden.
I think Brazil has more Gripen E units than Sweden atm.
