This same logic being adopted by major industry players is why most forms of Japanese otaku ecchi fanservice including touching minigames, clothing damage, pantyshots, etc. are going extinct. As an extra to this point, you bring up the alcohol/drunk ban, well, it was the first-wave feminists that were primarily responsible for Prohibition because they blamed alcohol for domestic violence. Nah, literally all they did was it make it harder for their western fans to buy from them because they acted scared of people who were never going to be interested in the games to begin with and thus should have factored in the calculus at all. If anything, controversy is a booster if used right. The journos found out about Xtreme anyway, so it didn't even help, they kneecapped their own franchise for nothing.
