Gold elite doesn't give you time to think and doesn't telegraph. I think it's fine to occasionally have an enemy that breaks the rules. For chieftains that was sticky grenades, which is bizarre. Why not just make them super fast like the gold elites? Because the focus groups were too braindead.

They could add a melee indicator to the hud. The issue really is the melee hit box is unintuitive.
Otherwise you get too many instances of

Another issue with ce's melee in general is how slow it is. Jaime 3 frames fixed that in halo 2.

Chieftains can be staggered by melee unless they are charging or flying
