One of the things that makes the original Undertale work is that all the major characters are connected in some way with all the other major characters. It's not that literally every character has a direct relationship with every other, but for an example the six main monsters that appear at the end of the pacifist route are at most two degrees separated from each other through other members of those six (e.g. Papyrus <-> Undyne <-> Alphys, Sans <-> Toriel <-> Asgore). There's no instance of a character walking in and literally nobody recognizes them, it's one loose-ish web.

The problem with UTY's main cast, and that Dalv is the most glaring example of, is the only connection most of them have with each other is through Chujin or Kanako, two characters that are completely absent from the story due to being dead or abandoned to the slime respectively.

Dalv does not know Martlet, Starlo, Ceroba or Axis, and if he's ever heard of any of them it would be through Chujin or Kanako.
Martlet does not know Starlo, Ceroba or Axis; she recognizes Ceroba as Chujin's wife but that is all.
Starlo and Ceroba do not know about Axis, and even Ceroba mentioning Chujin to Axis doesn't give the pair a relationship.

Other than the close bond between Starlo and Ceroba these characters have one total link (maybe two for Dalv), and it's through a character who's not around to bring them any closer to each other. When Dalv shows up at Clover's garbage dump viking funeral, not a single person recognizes him, not even Ceroba who let Dalv babysit her child at least once.

And I'm not saying having all these characters be spun from Chujin's influence is impossible to make work, but it would require, if not a livng Chujin, then Chujin and Kanako to be MUCH more important to the plot beyond character backstory motivations, with their past actions more directly influencing the present plot. We didn't get that, so these characters don't know each other at all.
