It wasn't explained but the feeling it gave was that the tethys was just going too hardcore on min maxing a way to find a solution, which is probably how the old rover operates (it happens again with his plans on using dreams to compute a solution, the somnoire going out of control, and more important what he did to imperator/rinascita when you reach there). That's in contrast to new rover lowering to the level of humans, and using empathy to find a solution where humans are not the necessary sacrifice but the pillar. Black shores really needs to be revisited though.
