You fly around taking out targets / rescuing pilots / suppressing air defenses / capturing airfields to make money. You can either spend that money on yourself to buy better aircraft and munitions, buy aircraft requisitions other AI / friendly pilots can use, or purchase AI ground units for the war effort, which will spawn at bases you've captured. You can click on friendly AI units on the map, and set waypoints for them to drive to, or enemies to engage, otherwise they will just act on their own.
