I would say her being able to run midnight puts her over Sanhua for Havoc and giving a good amount of flat attack which is helpful for characters that don't just scale off of basic attack damage

Sanhua gives 38% basic attack and 42.5% attack at S6 on moonlit if you remember to do two heavy attacks instead of one during her rotation

Roccia gives 25% basic attack, 200 flat attack at 70% crit rate, 35% havoc on midnight, and will do more damage and grouping, which came really wants while in blossom state.

In what world is Roccia only 5% better. If you want to get the most out of Camellya Roccia is strictly better than Sanhua
