It's a separate attribute for TS, you can see the attribute resistance box and how there's 7 of them. It will work like the vaccine/virus/data triangle, some digimon will take more/less damage from them. They confirmed it was variable recently

Yes you can evo/devo from your menu in this one, here's what the digivolve menu looks like. Basically you can evo at any time once you meet the requirements. It does look like there's story/quest locks, there's also a level cap (increases from evo/devolving) which might prevent you from easily meeting stat requirements for certain evos early on

Other new stuff I got from previews

Digimon signature attacks are voiced, and there's some other lines from getting hit and attacking
Party is 6 digimon, 3 active, 3 reserve
Items, swapping, analyzing don't use turns
Speed up max is 5x
Your storage box is available in your menus (convert and digivolve too but they were shown before)
You can attack digimon on the overworld and they have the instant kill weak encounters QOL thing (you get the scan, exp, money)
Some digivolutions are story/quest locked from this screenshot where it says locked behind Agent Rank, I guess this is how they stop you from grinding out a full party of Ultimates too early
Not sure if personality is set for each specific digimon too since it says the evo (probably Ikkakumon) has a different Base personality than Gomamon
