Why is file management / exploring so autistic on android? Can't they just have something that resembles the window / linux system where you can just hand craft it yourself?

>download some deck in anki
>already has tons of words I know
>can't choose the order in which which cards are part of my review
>have to either brute force learning a bunch of new words just so I can review words I know or spend a good chunk just burying cards every day
>and no I won't suspend the cards because my suspend list is already for something different
why can't these things just have features like they were intended to be used by human beings?
