The alternate firing modes have some usage in specific scenarios, otherwise, its just a liberator with some extra ammo
300 RPM makes no sense, the default RPM is meh, and the maximum feels like it shouldve been the default.
The RPM also gets reset each time you respawn, same issue the Tendie-rizer has.
If you want the Liberator that can act like a pseudo-shotgun, its fine. And, well, not having to do a complete tactical reload, since you just shove the magazine into the gun and call it a day.
