I don't know what the base gen damage stat should be. If they want it to be more of a ramp up they could increase the multiplier for each torture point and start it out pretty low. The stat could also be killer dependent, similar to terror radius or move speed, and could be a simple number tweak that could be the first buff or nerf they do to a killer upon community outcry that would make a significant impact without having to rework their whole power, or an interim tweak between more significant reworks.
