Yes. Both films share the same director, producers, writers, composer, and a half-dozen cast members return but there's little to no continuity with Rocky Horror and it's 90% less gay.

It's top 3 queenkino in my opinion so you should definitely check it out. Shocky's even more fun if you can convince yourself it's the "real" sequel to Suspiria and Phantom's the prequel.
