I really feel like Hiruko is the embodiment of other writers improving on Kodaka's characters and writing. Both Togami and Kirigiri were good characters and all but they were very mediocre, and I get the comparison with Hiruko but Hiruko is just better with more meaningful moments and especially a relationship with the protagonist.
Kodaka's just better at writing men, flat out. He can't bring himself to care about his female characters, see: 2nd scenario choices which make absolutely no logical sense.
