chara is complicit in literally the entirety of the genocide route, from the very moment it begins. they are implied to bully and terrorize asriel, laughed when asgore fell ill to buttercup poisoning, and manipulated their brother into helping them eradicate their home village. you can make a million excuses, but you have to accept you're playing devil's advocate and trying to spin something clearly implying chara is evil. chara being a bad person isn't even subtext, it's just text.

there is absolutely nothing saying he doesn't or can't write one-dimensional murder demons. it's fun to think there's more going on to chara, it doubtless makes them more interesting to think of them as more nuanced or tragic or misunderstood, but toby didn't write a nuanced, tragic, misunderstood chara. i would go as far as to argue he didn't finish writing chara and just slapped together whatever he had.
>but what about flow-
flowey/asriel enjoys the privilege of being far more nuanced in his portrayal thanks to toby not sabotaging his entire character by leaving too much ambiguous and open ended, and thanks to his pacifist route redemption arc.
