Those neighbors were beefing for years, including the one guy brandishing his guns without having done anything. For a lot of people that live uneventful lives, when they hear something loud like gunshots, they aren't conditioned to have any immediate reaction to it because they've never encountered it before. That's why in shooter videos you see people in grocery stores or whatever standing kinda dumbstruck and it takes them a second to realize whats happening and start running, whereas footage of people in the hood shows them dipping the fuck out before the first shot has had time to echo around the block.
