They ARE bug mandibles, they just fold flush to their faces like praying mantises or something to create an apparently convincing facsimile of a human face. I know exactly what you mean though, but I think they look a lot less uncanny in an artstyle like this where it emphasizes their intricate, almost porcelain doll-like appearance. I find them very cute when properly rendered.
