I wonder if Carol has ever slapped/hit Noelle in public or in front of Rudy. Feel like she’s done it at least once in front of Rudy and showed 0 regret or remorse and from then on he’s tried to keep Noelle a bit closer to him and away from Carol. He’s probably too scared to split up the family though, after what happened with Dess and seeing what happened to the Dreemurrs.
