95% of the content characters don't really matter, the difference between having teams fully built or not is a few rolls every month. You'll likely not be able to get everyone f2p but it shouldn't be hard to get half of everyone, and in terms of meta you'll at most want a dps weapon and one best support for a fully meta team.
