Horror games can never be good games. The feeling of horror comes from a lack of control, which is antithetical the idea of a game that plays well. The moment you, the player, feel as though you have control of the situation is the moment the game stops being scary.
Ultimately, the best you can expect is either a horror game that plays like garbage or an action game with a horror coat of paint.

I think Maxx "C" is a necessary evil and should not be banned.
