Tengu is closer to the realm of character I'd entertain as alright. His pranks are charming and his arrogant out of touch demeanor is understandable when coupled with the knowledge (and possibility of his own overt awareness) of being a figurehead. This and the Guild's concerns about Tengu's ambitions growing beyond their desired limitations leaves the door open for the seeming fool to pull a fast on the merchants. Perhaps Blister Hill *would* make a nice vacation home. Maybe the capitol could be moved...concepts they didn't explore but are there.
The Phoenix did have some interesting bits about questioning his own validity as the Messenger and what it was to be an indoctrinated dictator by no choice of his own. At a glance there's some curious stuff going on here though it is explicitly written to be a pretty run of the mill "thank you for your service, brother" schtick.
All that said, this reminds of a post chain from years ago. Anon was trying to ally with the HN and fought the Shek. He had a bit of a tough time and finally dragged the Shek queen all the way to Blister Hill. He walks up to the Inquisitor with the queen slung over his back and the Inquisitor looks his main female donut in the eye and tells the bitch to sod the fuck off with that nonsense. Anon was flabbergasted. Hearty chuckle.
