Budget restrictions? What a bunch of baloney nonsense crap sacks. How does that statement make any sense, assuming that is a cover story they want people to believe? One extra empty room in every location (anyone wonder how many locations Freddy's had now that you think about it) costs how much to keep simply locked behind a closed door?

Just one of those things that comes to mind again as the years pass and you revisit them.
