There is no such thing as "new high-tech concrete". He's a retard. Concrete is often referred to as reinforced when it contains rebar (which is literally a portmanteau of reinforcement bar). This is because while concrete has a very high compressive strength, it has a very low tensile strength. But rebar isn't going to do shit. The strength of concrete in general also depends on the aggregate used (fine or coarse, etc.) but again this isn't going to make a difference.

It may be possible to create an "armoured" concrete, in the same way that certain metal security objects like locks are designed to be extra hard: they are fitted with hardened steel ball bearings or pins in strategic places to prevent drilling. Perhaps it is theoretically possible to create a concrete that uses an aggregate made up of extremely hardened material, but it's not clear to me that this would make the whole thing hardened, and in any case it would be ridiculously expensive. You might as well just stick massive plates of steel over the concrete at that point.

The problem with Fordo is that it isn't actually very deep. 90m is nothing. The Stargate NORAD Cheyenne Mountain complex, for instance, is something like 600m under the mountain.
