Modern Controls was a big hit in Japan and even in NA its pretty frequently used pre Diamond. And about a month ago some dude that tracks control scheme usage showed Modern controls is even growing in usage since last year which he didn't suspect would be the case. And it's probably the case with the switch 2 release that the Modern population is probably even bigger now.
The point is there is an audience for simple inputs but they have to be more than just a unserious, sauceless, button mashing, assist feature for beginners. This is the key reason why every iteration pre SF6(Stylish mode) and even after(Smart Controls) has had no where near the amount of success as Modern in SF6. The Capcom devs fundamentally understood the beginner using Modern is going to grow with time and that Modern has to be more than it's baseline experience to maintain appeal.
