The solution is unironically to not buy new sets. Why give money to people who hate you and want to rip you off? Buy old retired SOVL sets. It's cheaper than buying new these days. I got picrel sets on FB Marketplace for less than the price of Rivendell. I'm content with never buying a new set again given that prices are going up, plastic quality is going down, and wokeshit is through the roof.
For parts, I buy bulk lots. If you keep an eye out you can often snag ones that have great vintage stuff in them as well.

MOC it yourself. It will be more fun to build, will feel more satisfying and personal once complete, and will probably have a better interior.

Two solutions.
1. Buy them for $2 each off AliExpress
2. Make your own. Get some A4 sticker paper sheets and print torso decals, combine with suitable generic faces.

None of them are, Satan. It's unironically cheaper to buy used retired sets now. I just bought (mostly complete) picrel sets for a bit less than the price of Rivendell, which the guy said he wanted to buy with the money.
Maybe I'll get the occasional PaB order to get new minifig/special parts for less than Bricklink prices. Second hand bulk provides plenty of basic bricks and common parts with better quality than new sets. But new sets these days are just not worth it.
