Famine is a Horseman, each of whom is supposed to play a part in bringing the apocalypse.
He did also give her by p2 standards an extra-ordinary amount of panel time for a side character.
Of course there's also the volume cover, which doesn't guarantee anything, but generally implies significance (apart from Miri).
There's also the fact that this is a largely an arc about guilt and she's the first Devil to actually feel guilty about causing human suffering.
None of which necessarily means a damn thing but it'd be an odd choice to waste that much effort and build-up on a pure gag.

So did Aldo's arc in P1. It still had entertainment value and led to a big reveal, which is the most people have been hyped about this manga for ages.
