Why are so many of them not? It's bizarre either way you look at it. On the one hand you have No.128 and on the other hand you have Magitek Armors. I think it'd make a bit more sense if some of the non-Amano designs were put into the game earlier in development and the ones that match Amano's art came later when they actually had his art to work from. But that's just my gut feeling on it.
It's ultimately an academic question anyway; you either prefer one or the other regardless of which was made first.

"clown" makeup is way more pronounced with the smeared purple lipstick and much heavier accents. Seeing him in motion, his movements and mannerisms are also much more goofy and exaggerated. Feels like a different character to me.
Original character was a foppish immature psychotic asshole magician, but he never struck me as a slapstick caricature that would take a pie in the face and then fart before mugging for the camera
