It was cheaper to outsource to Korea and the Philippines back then, now it's kinda expensive to even do that now.
It was so cheap that even Japan outsourced to those 2 places (Hence why we got those shitty island Nadia episodes and the mid movie, it's same studio who did the Mario Bros Supershow btw).
Thing is Korea and the Philippines can do decent animation, but they're just low on funds to really do anything, but there are rare examples like Hayop Ka from the Philippines and Jadoo from Korea.
Just give them more money and let them flourish and stop outsourcing there as much.
