Although I don’t have a ref sheet yet, this is Basil the Jackal. He’s a detective in the same city as the Chaotix. Vector thinks he’s trying to run them out of business, when in reality Basil doesn’t even know they exist.
Basil puts on sort of an act, a bravado when he’s out in public or with others. He’s actually a troubled individual who would rather be alone, but a part of him doesn’t want to be alone with his thoughts. His perfect day would be in reading in his study with a glass of whisky, his pipe, and Chao on his lap.
