No to both.
Buy the small tube or even single-use packet of dialectric grease they'll have at the counter next to the register. Brush your terminals with a metal bristle brush, make sure they're seated & tight on the posts, and only after you're done tightening them, then smear a layer of the dialectric grease all over the connection joint before slipping the rubber cover back on.
Do not be /that guy/ who smears that shit onto the post BEFORE clamping the terminal on. You're gaining nothing except making the connection shittier.
The grease on the outside of the connection basically seals it from moisture, though not 100%. It's best to dress the terminals at least once a year; I typically do it twice, during both temperature changes.
Thousands of people will argue what I've said above, and say it's wrong, and link to yoo-too-burrs who really don't know wtf they're talking about, but they're all wrong.
