Separating them from functioning society and the means of self harm is potentially a very good thing. Closing the institutions was one of Reagan's many disastrous mistakes that has needed to be rectified for decades now. You claim to have escaped the cycle of your own will and merit in spite of the lack of institutional support, yet you seem to be taking this extremely personally in the opposite way than I would expect. As someone who has been in the institutional system (self reported recovering alcoholic) I can attest it is a far from perfect system that requires a lot of reform, but also the majority of the people in it have absolutely no business roaming unsupervised in normal society. I certainly didn't when I was drinking half a handle of vodka every night.
