Sad, but that often occurs in authoritarian systems -- whether insane asylums, prisons, orphanages, or juvenile detention centers. You have obviously lost some element of your natural humanity. While it is true that most people need care I do not think it is under the inhumane and brutal conditions your facilities provide. I used to go between being homeless, spending weeks in the psych ward, and renting rooms from strangers, and it made my mental health problems worse to have no real stability and never feel like I had a safe home.
Go to your county housing authority and get on their waiting list for a Section 8 1BR apartment. There are also standalone subsidized housing complexes like mine, which I found by visiting rental office managers and asking questions.
My disability is around $950 a month and I pay $190 for rent. My only other bills are phone, internet, and electric, which I pay with an OTC prepaid Visa that Aetna Medicare loads $220 a month onto, which also buys my vitamins and supplements that work better than any SSRIs my parents and former therapists guilt tripped me into trying I get $238 in food stamps but also volunteer at my local food cupboard so I get even more help that way. Also about $300 in LIHEAP every November to help with winter heat bills.
It's totally doable, but you have to piece it all together yourself. Even when I had a "case manager" with the county mental health agency, that person was useless compared to what I learned and signed up for myself.

The county housing authorities where I live (rural PA) run their own complexes and alert you when your name is on top of the list and an appropriate apartment is available, so you never get thrown off, no credit checks, it doesn't matter if you're male or single or childless, and there is an agency that helps pay your security deposit plus another one that helps you with furniture and household stuff like kitchen kit and hygiene products.
We do have some darkies that leeched up here from Filthydelphia bc the waiting lists are shorter and it's a better place to live than their own nigger-infested liberal shithole, but they are minimal compared to the White trash wiggers.
At any rate, it's a small town of 1200. People post on the local FB bulletin board that they are looking for a landlord that accepts vouchers and always get a few responses saying "DM me." From experience as a homeless man myself: most homeless people do have mental problems, which worsen with drug/alcohol abuse. Them needing to fuel their drug addictions, leads to crimes and a whole lot of other societal problems too numerous to name here.
