It's realistically a bit of both. As long as they're around low trust people without a group identity, they will have easy prey in a sense, and get to work consuming the sheep. But as soon as it's just sub-continentals they fight like alleycats.
The westernized ones have a strong authoritarian streak and a bit of racial resentment too desu. There's going to be a sharp and painful moment one day when, somewhere in the world, they're actually in a strong position of power over white people and show their true face.
