???? That was never stated. The next smash game could absolutely double down and have an even more bloated roster. Given how many people trooned out over every worthless 3rd party trash DLC character being revealed, I bet they will continue with this game design for the next smash. A smaller smash would be welcome but it is just wish fulfillment for those with Ultimate fatigue.

Similar to Genn Greymane in BfA. He was clearly set up to be the impulsive chud who doesn't understand the full picture like Anduin, but ended up being exactly right about the Horde. Expect unlike with Garathos, it wasn't even new writers fucking up what older writers were trying to set up, it was all the same group of writers. How did they fuck that up so badly?
