Nah she kinda is mediocre.
Like not in an extreme sense where shes useless but by now you probably have MULTIPLE servants that already does her job because she is just another AoE. Ciel was ST and her being able to snatch her face cards kinda mattered towards the sheer stupidity of what she can do. Olga does it just because its funny.

I don't understand the complaints about Olga's skill 3.

Use it twice in wave 1 with double Koyan and you either kill the wave with with 1) NP + crits with 100% refund from chain or 2) just crits and extra

In both cases you'll have max charge and full hand as options for waves 2-3

Feels like a stronger Ciel with the benefit of also being usable as just a buffer/charger.
