While militarily they clearly are not on par (very few countries can directly compete with US weapons and ISR), Israel, as the aggressor, had a set list of objectives to accomplish. Three of the most important ones were crippling the Iranian nuclear program, killing the Ayatollah, and effecting regime change (I'm just going based on what Bibi said). They didn't accomplish any of these.
However, You could say that Bibi personally won the war, since he accomplished his actual personal objective of staving off the collapse of his government coalition by distracting people. Whether or not that lasts remains to be seen. Israel suffered fewer military losses but because Israelis are not accustomed to hardship, being forced to flee from ballistic missiles arguably had a much greater psychological effect than it did on the Iranian people. It economic damage was not light either.
