That's a Rocks CREW feat. And it makes sense when you take the strongest known guys

>Roger and Rocks
>Shiki and Garp (Shiki is canonically strong enough to challenge Garp in the manga)
>Garling and Whitebeard

And the strongest secondary members

>Rayleigh/Scopper, Big Mom/Kaido

Everyone else is unknown in power feats. Rocks other crew mates we don't know about. Same with Roger's.

Garp and Garling were the biggest outliers. That doesn't mean Rocks himself is stronger than Roger. Especially when Kaido hyped the fuck out of Roger in front of Luffy despite being on Rocks crew and seeing him fight directly.
