Nah GW noticeably went from the Design Studio members having a real freedom, to now were literally nothing is made without full approval of a host of suits and everything is designed by committee.

There are some later products that have a flicker of that permissiveness in them but it's quickly snuffed out after several new editions within a handful of years.
