Because it actually *was* fine art. It was probably made by Boris Vallejo as an original painting first, then Sega just bought the rights to use the image. Larry Elmore is another American fantasy artist with a similar style. Just look up works by those artists and similar artists, you can probably find the painting it came from. They did this for Golden Axe also IIRC. Secret Of Mana though is an original work made specifically for the game by Hiro Isono, his art is just absolutely beautiful and looks influenced by Roger Dean who is known for his rock album covers.
JP MD box art however was fucking GOATed though, that and PCE but I rank MD a little bit higher.
