Too many ports wouldn't allow Savannah in due to scary nukular power. No doubt the Soviets threw some money to encourage that just as they did the anti-nuke crowd (read: hippies) in the US proper. Still, if that shiny new toy can't go anywhere you might need it to then it's not going to catch on.
Further, considering things like the Marine Electric, Oceanos, and El Faro, to just name a very few of the literally hundreds of examples of horrible neglect and incompetence, do we really want a nuke plant in the hands of a shipping company?
