Her gun literally has the Arius writings on it. The reason that the Vigilantes club was just her for half of the game's history and it never shows up is because it was never meant to exist.
They rewrote the story quite late into development to introduce Azusa, pushing Suzumi into obscurity. It makes no sense for her club to exist, Trinity has an enforcer club already.

Speaking of unpopular characters, none have it worse than Suzumi.
