However, when Pro Heroes committing crimes increased and became more organized, the Commission was no longer able to deal with them, and so, turned to recruiting and using Pro Heroes so that they could freely move when going against other Heroes in public.

You can trust this government mandated group...just ignore the fact that the pro hero number 2 is a child abuser....and ignore the fact that they hired an assassin to do their dirty work....AND ignore the fact that most of them are in it for fame and money.....AND ALSO ignore the fact that they're not good at their jobs....AND ALSO ignore the fact that they're indoctrinating children to fight for a corrupt system...
