Adonea's Dragon Gods probably take similar forms when they're actually looking to seriously wreck shit or do their divine duties. And also yes, that means that for RF1 to RF4, none of the Dragons were playing for keeps. It also has the implication that Ethelberd hijacked Venti's body when she wasn't even fully powered up yet, so that just makes him even more pathetic.

All the times we've seen the Adonean Divine Dragons, because of plot reasons, they're either in a weakened state or holding back in some manner. Those forms are apparently small enough to fit nicely in rooms. They're big monsters, but not pants shittingly big.

The Adonean Divine Dragons are implied to have bigger and more proper "full power forms" for lack of a better word when they're actually serious. And we've only seen Terrable's during the climax of RF1. And even then, it was only its shadow. We can only infer what it looks like from its shadow but we know that:
a.) It's big enough for everyone to keep commenting on how big it is.
b.) It has enough presence to make the entire invading Sechs army shit their pants in terror
