Its burnout. Cant remember the 3rd rn but Happened to me with Unknown and Singu at least
Now everyone knows how easy it is to just avoid uvx shots and im constantly having to play a stupid minigame of will they doubleback or not where a single miss means you might as well give up the chase. Running fun stuff like undetectable means you will get destroyed by fast heals and not having enough slowdown. If i want to play him at all these days, i have to crank the dpi (because the ingame sens ranges are fucking atrocious) so every shot is some stupid codspaztic flickshot because otherwise its too telegraphed and too easy to dodge.

For licensed ones? Nemesis if you play killer. The RE DLCs are broadly good value for perks.
If I had to recommend a single DLC though I'd get that one bundle that comes with Feng, Kate, Ace, Adam, Clown, Spirit, Hag, Doctor for $10 (i assume like $5 on sale) is probably the best starter pack you can get even if you can technically get them all with shards that's still like 250+ hours of gameplay to get them all for free.
