SEGA didn't bother changing Amy's age until Heroes' US manual. Which was well into the modern era. And even then, she's not a teenager.
This is like arguing that Sonic is actually a rabbit named Feels because beta elements exist depicting him as such.
Very disingenuous and absurd.
Tails and Amy are both 8 in Archie and the 92 manga.
They're also both children in the manuals and clearly characterized as children in Classic Sonic media.
I value Actual, Existing, Sonic the Hedgehog. Not hypothetical 'Sonic the Hedgehog' that existed in the minds of developers and staff that was never published. Valuing such a thing over official content is absurd.
Tails and Amy are still depicted as social peers in classic material to this day. Tails is not characterized as particularly or notably younger than Amy.

Some points I forgot to bring up that's interesting is that both love cards. For Amy, she loves the occult and Tarot Cards. While for Tails, he loves counting cards and rigging results. There's a lot of fun scenarios you can write that play with this.
Also, Tails helps Amy out of her shell in Classic IDW and helps her present her comic books and drawings to her friends. So you can definitely interpret them as being very supportive of one another's passions and helping each other in that regard. It's a cute kind of chemistry. I can see Tails giving Amy all kinds of suggestions and ideas for her to draw about while Amy could give Tails suggestions for cool things he could invent for her.
