Most seals probably not, maybe some of the more aggressive ones like hooded or elephant seals would attack if you approached them, leopards are a mixed bag. I can only think of two major leopard encounters, in one the leopard grabbed a diver and drowned her at the bottom of the ocean, possibly for fun, the other time it kept grabbing a penguin and trying to force the diver to take it like it thought we were retarded
