Sega was reportedly receptive to greenlighting the idea for the comics until they were in the thick of the Pendering, and they want to make sure no more creatives can pull that off ever again. Ian didn't say it directly, but he pretty much said so in the nicest way possible that Sega didn't want to risk the potential touchiness with characters and their creators, and that extends to Tiara.
