I don't really have a leg in this race, but because this conversation runs in circles every week here I just want to list out the familiar points. Hopefully this is resourceful

This is true in the sense that we can look at things Sonic does and consider them bad if we did them. Impatience and laziness, a lack of will to do things that don't entertain him. But these aren't actual narrative flaws. These are used to momentarily push the story or to make a funny joke for 3 seconds. It's like calling Goku's gluttony or (non canon) fear of needles a flaw.

Whether you like it or not, Sonic's characterization from the games does indeed put a hard shackle on the idea of him in a relationship. Especially relationships that involve "opposites attract".
Even with Amy, any indication of him dating her is left up to interpretation. He missed a date. He said yes to a date. He acknowledges hanging out with her. He has passive dialogue wanting to spend time under an umbrella with her. She is never actually portrayed as a girlfriend on-screen

The most sincere Sonic stories, the ones from the 2000s, are the most beloved in the franchise. They are also the most controversial and heavily mocked by outsiders. It is difficult to get a consensus on how well they are liked.

Windfags are correct in a material sense here. Sonic is never the principle protagonist in stories written by Sega of Japan. He's more like a plot device that has more screentime than the protagonist.

Sega was reportedly receptive to greenlighting the idea for the comics until they were in the thick of the Pendering, and they want to make sure no more creatives can pull that off ever again. They absolutely searched for warning-signs that he may have been a little too attached to his old original character. Yes, and that path is the most convenient one. When faced with 2 options that are inconvenient, he looks for a third one. That's the flaw I want to explore.
Basically. This arc takes place in a Station Square controlled by GUN, which came back with a dictatorial doctrine due to the apparent need for safety from Eggman after Sonic Forces. Commanded by Tower's son, who has defeated and basically humiliated Sonic before. The main conflict is torn between freeing the people from GUN and stopping Eggman's most recent plan. Amy and Tails have already gone through development and are the main companions, and along with Sonic, they work with the president to take back the people's freedom from GUN.
Those are the pieces. Now, what happens is, Sonic finds out that what used to work before doesn't work anymore. Now, they're not in a black and white scenario where he can just fight until he either dies or wins. They have to convince the people to deny GUN and then convince (or force) GUN to accept change. He can't just beat up GUN or defeat Eggman because he's not strong enough, and he doesn't have the tact to help in negotiations, so he actually becomes a liability. While Amy and Tails try to get terms in order while he simply says what he thinks loudly, like he always does.
Eventually, he realizes that he's not thinking about the future, only the present. That he's picking the path most convenient for him right now, that he has never built anything, and has nothing to offer. And so, his development is becoming the coolest hero, who takes into account what OTHERS want. That's the bare BARE bones of his development.

Why, exactly...? The way I understand it... I'm just gonna explain it through MBTI terms. Sonic is pretty much an "ESFP", meaning his cognitive functions are Se -> Fi -> Te -> Ni. Fi being the second function is the important part here.

Fi -> Introverted Feeling. Sonic's own personal values, what he "feels", is the priority. This is what dictates his actions. This encompasses both "What he feels like doing" and "what he believes is right", because both are exactly the same. In any general mundane scenario, he'll do whatever he feels in the moment. If he's hungry, he'll eat. If he's tired, he'll sleep. But if someone's in danger, if someone evil is attacking, then Sonic's focal will be purely on resolving that. Save whoever is in danger, fight the bad guy causing trouble. And the underlying core value is "Freedom". Anything that stands in the way of freedom for himself or anybody else, Sonic will fight against. Sonic does as he pleases, and that includes what he personally thinks is the right thing to do. When faced with a problem, Sonic takes action immediately to resolve it according to what he decides is the right path. And when everything is said and done, he runs off to do as he pleases again.

Thus, he is not lazy. He does what needs to be done as soon as possible, which then means he has all the time in the world to kick back and relax without a care.

Honestly, this overall scenario of Station Square being controlled by GUN, with a dictatorial thing going on, almost sounds like the kind of scenario where Sonic would easily end up being a target that they're trying to capture, so City Escape becomes the bulk of every level. Meaning, Sonic vs GUN. Tails and Amy, being much more diplomatic by comparison, are likely to bypass that entire thing if they're not simply following Sonic like in SA2 where they just became wanted criminals alongside him without a second thought.

But anyways... So, it seems like what you're aiming for is forcing Sonic to stop living in the moment and focus on building for the future, and to prioritize what others want or believe in over his own feelings and values. The first part, doesn't sound right. Sonic's "live in the moment" mindset isn't ignoring the past or the future, it accepts the past and considers the future but prioritizes taking action here and now.

Meaning, why worry so much about what's gonna happen later when you can do what needs to be done NOW? That mindset is what leads to taking action and getting things done. I previously described Sonic as "ESFP", so his dominant function is Se while his inferior is Ni. Your scenario carries the underlying implication that Sonic's inferior Ni is a weakpoint he needs to develop. Meaning, a lack of foresight or deeper insight, simply running blindly on impulse. But, that isn't actually accurate. Sonic has displayed a profound use of "Ni" from the very beginning. His worldview comes from a very developed sense of insight and understanding, beyond the immediate circumstance.

...Well, this depends on what this means exactly.

It's not like Sonic is "selfish", beyond being "selfishly fond of his own freedom" I guess. When it comes to what others want, that's already something Sonic prioritizes because he values the freedom of others as well as himself. That includes your freedom to make your own decisions and live by your own rules, not his. Sonic isn't gonna decide for you, whatever you want to do is your own choice. Like in Secret Rings, there's that point where he's like "SHAHRA, I COMMAND YOU! DO WHAT YOU TRULY THINK IS RIGHT!"

He doesn't "Command" her to do any specific thing, he doesn't tell her to just listen to what he wants her to do. It's a dire situation, but he only tells her to do "what she truly thinks is right". Not what HE thinks is right for her, but what SHE thinks for HERSELF.

So, really... in short...

It feels like you're using shortsightedness and selfishness as Sonic's weak points... when history has displayed that he's, in fact, very insightful and selfless in spite of the preconceived notion that he's impatient/quick to action and doesn't care what anybody else thinks.

I don't think you understand. Sonic doesn't HAVE a future. He doesn't have a dream. His dream, by the end of this arc, will be to become the coolest hero, and THAT will lead to change in his character.
He thinks of the future, yes, but the way he does that is by taking the path towards that future, which requires the least amount of mental effort for him. The future he wants, by itself, is the one that leads to the least amount of mental stress/anguish/effort. He naturally is happier and less stressed when people are free and happy, so that's why he seeks it, and the path he uses to get it is the path where HE is the most happy and least stressed.
He picks the most convenient path, he lives by his own feelings, that's it. Being the coolest hero isn't convenient, though. It requires a sacrifice from his part. Seeking a future that isn't easier, but better, in a way that isn't easier, but better. Basically, taking a lesson from Knuckles (Knuckles also takes a lesson from Sonic in a previous arc).
Sonic is actually kind of realistic in the sense that he prefers death over changing his personality, as that is something us humans do all the time through wars. We'll die before we think about what the other tribe wants. That path of mental convenience is what I'm addressing.

To a degree, that kind of reminds me of Kamina and Simon. Sort of. I mean, when it's revealed that Kamina's confidence came from what he saw in Simon. Simon always drilling no matter what happens is what motivated Kamina to have the confidence and bravado that he did, but he openly admits that Simon is the one that turns his words into action, or something.

That doesn't necessarily apply to Sonic & Tails, though... Tails saw Sonic race by and decided that he wanted to be cool, too. Sonic, in turn, was impressed by Tails' ability to keep him and simply let the kid do what he wants. What you're looking for would have to be somewhere within this moment, or whatever else happened throughout Sonic 2 that led to their unbreakable bond being forged. The next turning point was Sky Chase & Wing Fortress, though... which is echoed by the Sky Chases in Sonic Adventure.

Tornado gets shot down, Tails gets back up and rebuilds it but better. First with that jet booster attachment thing in Sonic 2, and then by just building an entire new sequel plane in SA1. When Sonic's plane wasn't good enough, Tails built a newer, better advanced version all his own that improves on the initial shortcomings. And that allowed Sonic to reach the Death Egg in Sonic 2, or reach the Egg Carrier in SA1.

... Circling back to "the hero that Tails sees in Sonic", it would just be what already defines Sonic: taking action immediately to do what he thinks is right. For Tails, though... when Sonic falls short, Tails makes up the difference with his own unique skills. Like his brains and stuff, I guess, plus flying...

Sonic, by nature, is cool and aloof. If there's any shift that happened really, it'd be Sonic growing more accepting of his bonds with his friends. Sonic is the FASTEST THING ALIVE and values freedom and lives as a nomad, so he likely didn't have many deep friendships before Tails & Amy started chasing him around. Which makes all the difference when Tails did keep up that first time, and stayed by his side the whole adventure. Amy always being one step ahead with her fortune cards, and always showing up in his life frequently thereafter. They are mainstays in his life, no matter where he goes or how fast he runs.

Characters like Chris and Elise had to learn to "let go" of Sonic, but Tails and Amy are able to keep up and stay by his side no matter what. That's likely to have had an effect on Sonic, that leads in to why Sonic is able to embody the principle of 'Open Your Heart' in Sonic Adventure, and impart that very same lesson onto Blaze.

Blaze is Sonic's polar opposite on the other end of the magnetic spectrum, but this may be a case were being so sharply different loops back around to a similar outward effect. Very socially withdrawn and fiercely independent to a fault. But Sonic, being much cooler and chill, was much more receptive of his friends tagging along and helping out even if he may have been somewhat annoyed with them at first. Blaze is much more difficult because she had actual walls built up suppressing her genuine self, which is where she differs from Sonic within the same general outward circumstance.

Firstly, not all stories are plot driven, some are character driven. Secondly, my argument against this is Sonic Rivals 2. That game had no business putting Silver and Espio together and yet it works and remains a pretty good pairing for a character who only has him or Blaze to pick from. Shadow and Metal are similarly fondly remembered.

I think a problem here is that you're focusing so much on making Sonic an underdog that you're trying to turn him into Tails. Give him what Tails has. Having a strong goal and building towards the future is what Tails does. He has workshops and laboratories filled with inventions under his name, because he's always tinkering. Tails has the potential to revolutionize the world into Sonic CD's Good Futures.

However... characters like Simon the Digger and Deku are only able to realize that potential and have that change on the world because they are following the example laid out by their mentors. All Might and Kamina were living mascots symbolizing a set of themes and ideals that resonated with thousands of people, uniting them all together under that shared goal. Deku and Simon simply carried on that goal, and brought it even further to life in a way All Might and Kamina could not.

Between Sonic & Tails, that same kind of foundation isn't there as strongly. Sonic has no aspirations, so Tails' desire to "reach the highest of all the heavens" doesn't have any solid ground either. But if there ever would be... it would be to bring those Good Futures from CD into reality. But...

All Might and Kamina, even with their own "flaws" and "shortcomings" that necessitated Deku and Simon, only had the goals they do because of their worlds. Meaning, the best way to give Sonic a goal of his own, would be for the world to be a prison. Where it's not enough for HIM to be free, but he has to "Free" everyone else, too.

At first, I was trying to think that maybe the answer lies inbetween Tails' aspiration towards a greater goal, Amy's desire for a deeper relationship, and Knuckles' sense of duty, but thinking it further I decided that's not the right direction.

What makes other characters like Sonic work is that their worlds are very strongly built in-opposition to them. In a world where Sonic & Knuckles are rivals, if Sonic is the protagonist, then the entire world has to be built around KNUCKLES and HIS ideals. A world of order, where chaos is outlawed. "Freedom" means rebelling against what keeps society running efficiently.

"Sonic" and his way of life is a problem that this world can not allow. Knuckles as a Guardian would have to protect this world from the threat that Sonic appears to be, while Sonic knows that this world's imprisonment is an unnatural corruption. Like, a world where Eggman either is in power already or is on the path to gaining that absolute control.

Point is, a world that is Anti-Sonic. In that case, Sonic's desire for freedom becomes an ambition. Even if he alone is already as free as he is now, it's not enough. Because not only is the whole world against him, but everyone else is trapped in prisons of their own, even if they don't realize it. To such a degree, that it's not enough to just beat the evil bad guy in charge, and call it a day. It's a much more complicated case where "freeing someone" isn't as simple as destroying a robotic shell, because the shackles run deep into the soul.

And there's very strong reasons and arguments for that system to be in place, against the "freedom" Sonic believes in because they know how it can lead to corruption and destruction on his world. Give everyone freedom, and you can have a whole world of Jokers destroying everything. Which means the simple task of freeing everyone also has to mean ensuring that the people don't all just become hedonistic Jokers, either.

The current foundation of the Sonic series, from the very beginning, is Looney Tunes. Wile E. Coyote & the Roadrunner. Wile E. can never succeed, he's always going to fail to catch the Roadrunner, and the Roadrunner can simply run freely without a care in the world and taunt Wile E. when his traps blow up in his face. Underneath all the actual epic adventures and stories and character development happening around them, Sonic & Eggman are just the Roadrunner and Wile E. Coyote in a never-ending loop.

Or, to be more precise, they're like if Mickey Mouse and Walt Disney / Yen Sid became the Roadrunner and Wile E. Coyote. To give Sonic any sense of "development" in a way that fits the character as he already is, you'd need to first swap that dynamic in a fundamental way. Or, alternatively, apply a third factor that forces Sonic to be at a disadvantage as well.

But if I did... I'd probably have it be like... start off with an example of the Sonic and Sally dynamic, Sally wishes Sonic would be more serious and focused on the mission instead of treating life like a fun adventure. Then she ends up in a situation with Shadow and sees how he's the type to focus exclusively on the mission, no time for games, and she's head over heels instantly.

But he's so coldly efficient and focused that any flirting or whatever that she attempts falls on deaf ears, because Shadow has no time for any of that. Rouge knows that very well. This frustrates Sally so much, she ends up complaining like... Why can't Shadow be more relaxed and carefree like Sonic? And then, through all of this, she finds a deeper appreciation for who Sonic naturally is.

And all of this would be a small part of a much larger storyline all about deconstructing Sonally because Sonic is clearly for Amy. But not in a mean spirited way or anything. It just ultimately wouldn't work because of their differing lifestyles, but it'd make an interesting story to explore between them in some capacity.
