It usually works because the most convenient path is the one that works, I'm literally just making it so it isn't, so that the path that works is the one where he has to negotiate with people he hates and try to think of a solution that's convenient for EVERYONE, not just him, and thus, he will need to SACRIFICE.

Bro, that's a plot thing. That's literally the easiest type of problem to fix. I can just make up that they're more powerful now because they have more resources from the dictatorship, or that they're less moral, or just that they've been building up their strength ever since the end of Forces or something.
