I found it! The guy who drew these artworks is an obscure artist by the name of Osamu Muto (though the sketches were made by Oshima)

These artworks are present in the 1993 calendar, the 1995 calendar, and the Sega Harmony magazine. They were later put together in Sonic the Screensaver in 1996
