I don't think so. Space Marines are kinda cool when you aint got posters screeching in ya ear that they're lame, and them being so over-engineered lorewise gives credence to the potency of other factions. The Imperial Guard a more interesting faction even though they are literally just regular humans, just by Space Marines existing. The game having so many factions might be why people tend to gravitate towards one, and why some of them seem under-developed because they are. Factions that sell fewer kits or books are harder to validate sinking resources into making more fleshed out if ultimately few people are interested in them. If 40k only had Marines, Orks, and Eldar, it might be a more even split.
